National Green Hydrogen Mission
The Union Cabinet approved the National Green Hydrogen Mission on 4th January 2023, with an outlay of ₹19,744 crore. The overarching objective of the Mission is to make India a Global Hub for production, usage, and export of Green Hydrogen and its derivatives, targeting production of 5 MMT per annum by 2030.
The following components have been announced as part of the Mission:
Facilitating demand creation through exports and domestic utilization
Strategic Interventions for Green Hydrogen Transition (SIGHT) programme
Pilot Projects in steel, mobility, shipping, decentralized energy applications, hydrogen from biomass, and storage
Development of Green Hydrogen Hubs
Support for infrastructure development
Establishing a robust framework of regulations and standards
Public-private partnership framework for Research & Development
Skill development programme
Public awareness and outreach programme
Uttar Pradesh Green Hydrogen Policy
Scope:
The policy promotes production, consumption, market creation, and the entire value chain of Green Hydrogen/Ammonia units. Green hydrogen has potential use in:
Nitrogenous fertilizers
Chemicals
Refineries
Heavy transportation
Energy storage
Iron and steel industries
City gas distribution (CGD)
Glass manufacturing
Target:
1 million metric tonnes per annum of Green Hydrogen production by 2029.
Key Subsidy & Incentives:
Capital Subsidy
10% to 30% capital subsidy based on geographical location and project scale
35%-40% of Eligible Capital Investment (ECI) for first 5 Super Mega/Ultra Mega projects (excluding Meerut Division)
Land Incentive
Government/Gram Samaj land at ₹1 per acre/year for PSUs
₹15,000 per acre/year lease rate for private sector investors
Research & Development
Two Centres of Excellence to reduce production costs and develop new technologies
Support for up to 3 incubators, with each hosting up to 10 startups
